The City Treasurer is the finance officer for the City. The City Treasurer maintains the accounting records of the City, audits and certifies the expenditures of the City funds by appropriation, is custodian of all public funds, prepares the City budget and annual financial report, and prepares other financial reports as required.

The Clerk of the City maintains the records of the Board of Public Works & Safety and Common Council, including the minutes, contract files, ordinances and resolutions and the City Code Ordinances and Resolutions that require Common Council approval. The Clerk also administers oaths and maintains custody of the City Seal.

The Clerk-Treasurer’s Office also handles the following services:

  • City Sewage and trash billing and payments
  • Request for sewage service
  • Sewage Billing inquiries
  • Sewage tap in permits and fees
  • Fees for selling permits, street cuts permits, tree cut permits, sewage affidavits and dogs fines-licenses (these are paid at the Winchester Animal Shelter)
  • Collection of Parking Fines
  • Rental of the Beeson Community Building and Goodrich Park Shelters
  • Copies of all of the City’s public records are available upon request
